Sécurité des civils

Civilian security refers to the protection of individuals who are not participating in armed conflict from violence, threats, and harm. This concept encompasses various aspects such as physical safety, legal protections, and the provision of humanitarian assistance. It highlights the responsibility of states and other actors to ensure the safety of civilians and to uphold their rights, particularly in situations of war, conflict, or natural disasters. The aim is to safeguard civilians from direct attacks, military operations, and any actions that may endanger their lives or well-being. Civilian security is often emphasized in international law, including humanitarian law, which seeks to minimize the impact of armed conflict on non-combatants. It also involves measures to promote stability, peacebuilding, and community resilience to prevent violence and uphold human rights.
